Current scientific and professional research confirms a growing trend of criminal offences related to economic crime, corruption and abuse of trust, while integrated digital tools for the systematic and early evaluation of institutional weaknesses in governance systems are still lacking. Existing analyses are mostly fragmented, sector-specific and methodologically limited, whereas legal-economic synthesis in the context of investment risk and criminal liability is only partially developed in Croatian scientific work and legislative practice. The JUSTSAFE project is based on an interdisciplinary methodology that encompasses criminal-law and regulatory analysis, the evaluation of institutional and economic indicators, and the development of an open-source digital tool for the identification and classification of institutional risks. The research combines qualitative and quantitative methods, including legislative analysis, case studies, the processing of secondary databases, and experimental validation of the algorithmic model. Contribution of the JUSTSAFE project to the objectives of the National Recovery and Resilience Plan (NRRP): Strategic objective: Transformation of the economy and strengthening of a more crisis-resilient economic system (Objective 5) Specific objective: Strengthening the competitiveness and resilience of the economy, including the promotion of green and digital transition (Objective 5.1) Justification of the contribution: The JUSTSAFE project contributes to the achievement of the NRRP objectives by developing a digital tool that enables preventive assessment of institutional risk, thereby strengthening the resilience of business and public systems to irregularities and economic threats. The project supports the digital transformation of management processes, reinforces legal certainty and enhances institutional capacities for risk management. Alignment with the Strategy of the University North: The JUSTSAFE project is directly aligned with the Development Strategy of the University North for the period 2023–2028, particularly in the following areas: • SP2 – scientific and research activities (interdisciplinary research, open science), • SP4 – internationalisation and scientific cooperation (MIANU, MBS, HUP), • SP6 – social responsibility (improvement of legal and institutional security). The project is based on an interdisciplinary approach, combining criminal-law and digital components, and contributes to the digital transformation of scientific practice and the strengthening of institutional resilience. Through the development of an open-source tool and the dissemination of results to public policy makers, the project fully supports the University’s strategic orientation towards open science, international cooperation and sustainable social development.
